New Mexico has a complex gambling background. When the IGRA was signed by the House in 1989, it looked like New Mexico would be one of the states to get on the Amerindian casino craze. Politics guaranteed that would not be the case.
The New Mexico governor Bruce King announced a task force in 1990 to discuss a contract with New Mexico Indian tribes. When the working group came to an agreement with two important local bands a year later, Governor King declined to sign the agreement. He held up a deal until 1994.
When a new governor took office in 1995, it seemed that Amerindian gambling in New Mexico was a certainty. But when the new Governor signed the accord with the Native tribes, anti-gambling forces were able to hold the contract up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the accord, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It required the CNA, passed by the New Mexico government, to get the ball rolling on a full accord between the State of New Mexico and its Indian tribes. A decade had been squandered for gaming in New Mexico, which includes Native casino Bingo.
The not for profit Bingo business has increased since Nineteen Ninety-Nine. That year, New Mexico charity game operators brought in only $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Not for profit Bingo earnings have grown steadily since then. 2005 saw the greatest year, with $1,233,289 earned by the owners.
Bingo is apparently beloved in New Mexico. All kinds of owners look for a slice of the pie. Hopefully, the politicians are through batting around gaming as an important issue like they did back in the 1990’s. That’s probably hopeful thinking.
